CCLC Leadership

Scott C. Amrhein, MPH is President of the Continuing Care Leadership Coalition, an affiliate of the Greater New York Hospital Association that represents more than 100 not-for-profit and public continuing care provider organizations.  In this capacity, he is responsible for guiding CCLC’s advocacy efforts in Washington, Albany, and the New York metropolitan area, and directing its educational, policy, and consultative efforts on behalf of its continuing care members.

 

Examples of his successful advocacy efforts include the amendment of the Medicare Skilled Nursing Facility Prospective Payment System to enhance reimbursement for New York providers; modifications to improve pharmaceutical reimbursement for nursing homes under the New York State Medicaid program; developing and securing over $100 million in funding for CCLC’s successful Quality Improvement Consortium initiative for workforce recruitment, retention, and training; and advocating with State and Federal officials with regard to long term care quality and long term care system reform.

 

Mr. Amrhein serves as Treasurer on the Board of Directors of the Continuum of Care Improvement Through Information New York (CCITI NY) initiative, a New York State funded project to improve the care transition process through health information exchange.  Mr. Amrhein also serves as Co-Chair of the joint CCLC/1199 Quality Care Community, a unique labor-management partnership established in 2001 that has actively engaged over 500 staff from over 40 area nursing facilities in ground-breaking organizational change efforts designed to enhance resident care and strengthen labor-management collaboration.  He has also served on several commissions and advisory bodies concerned with aging policy and long term care services, including the New York State Nursing Home Reimbursement Work Group, the Professional Advisory Board of the Alzheimer’s Association’s New York City Chapter and the Nursing Home Committee of the New York State Partnership to Improve End-of-Life Care.

 

Prior to the establishment of CCLC in 2003, Mr. Amrhein served for seven years as the Executive Director of Greater New York Hospital Association’s Center for Continuing Care.

 

Between 1985 and 1996, Mr. Amrhein served as the Legislative Assistant in charge of health care policy in the office of New York Senator Alfonse D’Amato.   In this capacity he played an active role in health policy matters before the Senate Appropriations and Finance Committees.

 

Mr. Amrhein holds a Masters of Public Health degree from Columbia University and a B.A. from Hope College.  He lives in Westchester County with his wife Karen, and two children, Lauren and Justin.
