| Carol
Raphael President and Chief Executive Officer of
Visiting Nurse Service (VNS) of New York, the countrys
largest voluntary home health care organization, and
the Secretary of the Board of Directors of CCLC.
Her
responsibilities include managing the VNS programs in
post-acute, long-term care, family and children services,
rehabilitation, hospice, mental health and public health
as well as its health plan for dually eligible Medicare
and Medicaid beneficiaries. Ms. Raphael developed the
Center for Home Care Policy and Research, which conducts
policy-relevant research focusing on the management,
and quality of home and community-based services. Previously,
Ms. Raphael held positions as Director of Operations
Management at Mt. Sinai Medical Center and Executive
Deputy Commissioner of the Human Resources Administration
in charge of the Medicaid and Public Assistance programs
in New York City. Ms. Raphael is a member of MedPAC,
the commission that advises Congress on Medicare payments
and policies. She serves on several Robert Wood Johnson
Foundation advisory committees and New York State panels
including the Medicaid Reform Task Force, and the New
York State Hospital Review and Planning Council, for
which she chairs the Fiscal Policy Committee.
She
is on the Boards of Lifetime Healthcare Companies, the
American Foundation for the Blind, Pace University,
and is a member of the Pfizer Hispanic Advisory Board
and the Kaiser Permanente Planning Group for Geriatric
Care. She has authored papers and presentations on post-acute,
long-term care and end-of-life care and co-edited the
book Home Based Care for A New Century.
She has an M.P.A. from Harvard Universitys Kennedy
School of Government where she received the 2002 Alumni
Achievement Award. |
